Salary Range: $90,592-$120,389 commensurate on experience.
POSITION SUMMARY:
Reporting to the Site Medical Director, the Clinic Director will have primary responsibility for providing oversight of the day-to-day administrative operations of OUT Here a new sexual health clinic serving LGBTQ+ people of color in South Los Angeles. OUT Here will focus on providing HIV testing, STD screening and treatment, PrEP and PEP services as well as other HIV prevention and health education services. Position works in partnership with the Site Medical Director, Site Nursing Director, and APLA Health Director of Sexual Health Services on projects and initiatives and on the shared goals of the APLA Health OUT Here clinic.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Understand the importance of sexual health services delivery including in an express or expedited model. Understand the relationship /coordination between primary care and sexual health services for patients.
- Responsible for the overall patient experience, including in-person, phone, internet and other interactions with patients.
- Provide direct supervision to the Clinic Manager (once hired) and other Front Office staff; collaborate with the Enrollment Manager to oversee the work of the Enrollment Specialists; collaborate with the Site Medical Director and Site Nursing Director to provide guidance to Clinical staff as requested.
- Oversee the day-to-day operations of the Clinic and help plan new programs and services that improve patient care, increase efficiencies, improve profitability, or generate new or additional sources of funding.
- Responsible (with the guidance of APLA Health Communications) for marketing the Clinic and other APLA Health & Wellness programs to the community(ies), patients, prospective patients, health plans and others.
- In collaboration with the CFO, Site Medical Director and Site Nursing Director responsible for jointly establishing, monitoring and meeting the annual budget for the Clinic including patient goals, provider productivity goals and pharmacy revenue goals.
- Monitor local, state and national issues and actions that affect Clinic patients, and advocate and integrate strategies and actions to sustain and expand services. Where appropriate, represent APLA Health and OUT Here in various local, state and national planning and advocacy groups concerning sexual health services.
- Ensure full compliance with all federal, state and local administrative and legal requirements including FQHC/HRSA, MHLA and DHSP, including collaboration with APLA Health Finance as requested on grant award budgets and renewals.
- Ensure the Clinic facility meets all state licensing, certification, regulatory, health plan and other compliance requirements.
- In collaboration with the Site Medical Director, and Site Nursing Director ensure the Clinic and all staff meet APLA Health & Wellness policy and procedure requirements.
- Develop and maintain administrative policy and procedures to ensure that the Clinic has proper operational controls and reporting systems to effectively evaluate and manage programs and contractual obligations.
- Collaborate with the other Clinic Directors to develop and standardize certain administrative systems and practices across APLA Health & Wellness and build cross-Clinic teams to determine and share best practices.
- Participate in APLA Health & Wellness quality management and assurance programs and initiatives; assist in the development, implementation and ongoing monitoring of the Clinics risk management and emergency preparedness plans.
- Serve as the primary Clinic interface with Finance, Human Resources, Facilities, Information Technology and other support areas within APLA Health & Wellness.
- Serve as the primary Clinic interface with all health plans, insurance companies and other payers as necessary.
- Serve as the primary contact with Finance to provide accurate data from the Clinic for patient billing, collection and data management purposes.
- Assist in managing costs and increasing productivity/profitability by continually looking at data. Identify opportunities and propose actions to improve quality, improve productivity, reduce costs, improve staff morale and improve the patient experience.

Training and Experience:
Passion for working with the LGBTQ+ community required.
Masters Degree and three years experience in operational management in a clinic or hospital, or a Bachelors Degree and five years experience in sexual health services or operational management in a clinic or hospital.
Excellent written and verbal communication skills required. Federally Qualified Health Center (FQHC) or Ryan White CARE Act clinic experience preferred. Previous supervisory experience required.
Knowledge of:
Sexual health services (HIV prevention, STD care and treatment, behavioral HIV prevention, etc.) for the LGBTQ+ community required. Clinic operations, patient billing, budgeting and financial reporting, government and private grant management, public health issues and concerns preferred.
Ability to:
Effectively supervise and motivate assigned staff and volunteers; manage multiple aspects of varied clinical and support programs; monitor and evaluate clinic and support activities; communicate effectively with a wide range of individuals and organizations.
Work in a dynamic, rapidly changing and fast-growing environment. Write grant proposals and/or assist with writing grant proposals. Maintain strict patient confidentiality.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
This is primarily an office position that requires only occasional bending, reaching, stooping, lifting and moving of office materials weighing 25 pounds or less. The position requires daily use of a personal computer and requires entering, viewing, and revising text and graphics on the computer terminal and on paper.
SPECIAL REQUIREMENTS:
Must possess a valid California drivers license; proof of auto liability insurance; and have the use of a personal vehicle for work related purposes.
