APLA Health’s mission is to achieve health care equity and promote well-being for the LGBT and other underserved communities and people living with and affected by HIV. We are a nonprofit, federally qualified health center serving more than 14,000 people annually. POSITION SUMMARY: Reporting to the Director of Sexual Health and HIV Prevention Services, the Biomedical Prevention Program Manager will be responsible for the overall coordination of PrEP Express (PrEP and PEP navigation services) at APLA Health & Wellness’ clinics.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provides supervisory duties to program staff including, but not limited to:

· Hiring program staff

· Training new program staff

· Conducting employee evaluations

· Dispensing disciplinary action up to and including the termination of program staff

· Approval of time off/vacation requests

· Developing training plans

· Setting yearly program objectives/goals

Oversee PrEP Express program intake and assessment activities including, but not limited to:

· Introduction of PrEP Express

· Insurance screening

· Benefits navigation/enrollment (PrEP-AP, Medi-Cal, Covered California) activities where appropriate or link individuals to the agency’s Benefits Specialists for uninsured clients

· Enrollment of eligible clients in patient assistance programs

· Healthy Literacy Screening

· Follow-up schedule

· Discontinuation counseling

· Linkages to other non-PrEP related services (substance use/misuse treatment, behavioral health, prevention services)

Assesses implementation progress and the quality of PrEP Express services and make recommendations for program enhancement/growth.

Monitor PrEP Express program performance and quality ensuring that contractual goals/objectives are met.

Participation in programmatic strategic planning for PrEP Express .

Develops and monitors program budget.

Serve as liaison to APLA Health Clinical staff by advocating on behalf of client needs.

Collect, document and report client level data in Casewatch in a timely manner.

Demonstrate competency in utilization of computer/database systems including eCW.

Prepare monthly reports to funders.

Develops and implements program evaluation and quality improvement plans in collaboration with the Coordinator, Evaluation.

Provide input into the development and design, layout of social marketing materials supporting PrEP Express activities, including but not limited to; program flyers, website, publicity campaigns, monthly calendars and other materials as needed.

OTHER DUTIES MAY BE ASSIGNED TO MEET BUSINESS NEEDS.

Job Requirements:

Master’s degree preferred (Public Health, Psychology, Sociology, or a related field). Minimum of a Bachelor’s degree in a social service area with experience working in HIV prevention and/or other health related disparities with communities most impacted by HIV required. Minimum of three years’ experience managing staff; developing program budgets; developing policies and procedures; monitoring program evaluation and engaging in program development activities required. Experience with health education/health promotion and program development. Familiarity with the harm reduction model. Experience in a nonprofit environment preferred. Strong oral and written skills required.

 

Knowledge of:

 

Health disparities, the HIV continuum, spectrum of HIV and STD disease; harm reduction theory; behavior modification theory; human sexuality; substance use and abuse; motivational interviewing techniques; outreach strategies; data management; health and social concerns of diverse populations of gay, bisexual and transgender individuals; venues where the target population congregates, including online sites) and the federal and local End the Epidemic strategy

Ability to:

Work independently; think critically and expansively about biomedical prevention, solve problems; use strong judgement and decision making skills; work effectively with diverse staff and clients from communities most impacted by HIV; meet frequent, sometimes conflicting deadlines in a rapidly changing environment; respond with sensitivity to social inequities among diverse ethnic groups; maintain confidentiality.

 

 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

This is primarily an office position that requires only occasional bending, reaching, stooping, lifting and moving of office materials weighing 25 pounds or less. The position requires daily use of a personal computer and requires entering, viewing, and revising text and graphics on the computer terminal and on paper.

 

 

SPECIAL REQUIREMENTS:

Must possess a valid California driver’s license; proof of auto liability insurance; and have the use of a personal vehicle for work related purposes.
