We are excited to announce the Head of Public Policy and Strategic Advocacy role at Cast. This individual is responsible for the development of Cast’s policy strategy and program infrastructure, and providing direction and support to Cast’s local, state, and federal policy efforts that are informed by its survivor-centered and trauma-informed services for survivors of human trafficking. The Head of Public Policy and Strategic Advocacy is also responsible for implementing Cast’s policy plan in alignment with the organization’s strategic growth plan and values of diversity, equity, and inclusion. As the organization evolves, you will contribute to proposals, grant applications and you will contribute to the team’s external communications that amplify our policy perspective and showcase our stakeholder collaboration.

What you’ll do:
- Develop, implement and build Cast’s policy program on a local, statewide and national level.
- Plan future policy agendas with emphasis on long-term strategic change.
- Develop and implement short-term and long-term creative legislative, administrative, and court strategies to better protect human trafficking survivors and ensure access to services and justice.
- Advocate within LA City, LA County, California State, and Federal Appropriations process to bring more federal and state resources to the organization and to anti-trafficking efforts.
- Build and strengthen advocacy partnerships, and work collaboratively with local, state, and federal partners to advocate for policy reform and systemic agency change that emphasizes the human rights of trafficked persons.
- Collaborate with CEO and Communications team on comprehensive communications strategy and talking points related to policy and the anti-trafficking movement. Keep CEO abreast of important movement dynamics and make recommendations for public responses, including media requests.
- Increase and coordinate Pro Bono support for Cast policy initiatives.
- Develop campaigns that bring awareness to Cast’s work and issues affecting survivors of human trafficking. Develop strategies to increase the number of supporters and ways to mobilize them.

We expect our Head of Public Policy and Strategic Advocacy to bring in the following:
- At least three years’ experience working within the Anti-trafficking movement.
- Thorough understanding of issues of intersectionality and movement building.
- Commitment to and experience in serving the needs of exploited minors, at-risk youth, human trafficking victims and/or vulnerable migrants.
- Comprehensive knowledge of California’s legislative process and experience working on state legislative policy reform and/ or budget.
- Excellent track record in developing cooperative relationships with state legislative partners and agencies.
- Ability and commitment to work effectively and cooperatively with trafficked persons, legal organizations, community-based organizations, volunteer lawyers, law enforcement, and government agencies to implement Cast policy priorities.
- Excellent oral and written communication skills. Ability to deliver oral presentations to diverse professionals and audiences.
- Ability to maintain a cooperative and professional demeanor with Cast staff, board, volunteers, vendors, consultants, allied professionals, policy-makers/staffers, donors, and members of the public.
- Organized, flexible, and multi-task oriented. Able to identify and respond to shifting priorities. A self-starter that can work within a team environment and handle a variety of tasks with urgent deadlines.
- Regular travel to Sacramento and Washington, D.C. as needed.
- Ability to travel, including some overnights. Must have own vehicle including a valid California driver’s license and insurance.
- Commitment to abide by the organizational values, mission, and philosophy of Cast.
Qualifications
- Successful history (5+ years) of non-profit experience focusing on direct services, outreach & training, and/or public policy.
- Prior experience working directly with trafficked persons (preferred).
- Litigation experience (preferred).
- Experience researching and drafting statutory language, comments on regulations, and agency policy
- Experience working with state and national policy coalitions.
- Experience working on systemic agency change at state and local level, including experience developing and implementing countywide protocols.
- Experience with technology platforms and media strategies that supports policy initiatives.
- Demonstrated ability to prioritize projects and multi-task in a fast-paced working environment.
- Demonstrated knowledge of working with multicultural communities and human rights issues.
- Excellent interpersonal skills, honest communications, positive attitude, and ability to carry a professional tone.
- Ability to maintain composure in an organization that regularly provides support to highly traumatized victims.
