For over 50 years, Valley Community Healthcare has been one of Los Angeles’ leading community-based health centers, providing primary care and promoting community wellness and prevention programs. Located in the San Fernando Valley, Valley Community Healthcare has two sites and 30+ providers. We are an NCQA certified-level 3 Patient Centered Medical Home for over 25,000 unique patients and provided over 100,000 medical visits last year. We are looking to grow and integrate our core programs – primary care, pediatrics, adolescent teen clinic, women’s health, dental, optometry, and behavioral health, through a care team approach, quality, and innovative care delivery models.

Position Description : responsible for developing, submitting and maintaining all grant compliance specifically those that relate to Federal, State and County awards. In addition, any related government compliance & reports that pertains to our status as a 330 Federally Qualified Health Center grantee and all other Federal, State and Local contracts and compliance. Understanding of strategic trends, analytics and healthcare environment through research, conferences, and networking.

Duties & Responsibilities:

  • Develops, prepares, submits and maintains all grant strategies for submissions, reports, strategic planning and compliance for grants: i.e. Service Area Competition, Budget Period Renewals, Federal Torts Claim Act, Deeming etc.
  • Analyze and assess compliance with Federally Qualified Health Center standards and requirements including Federal Tort Claims Act.
  • Analyze state and federal legislation to determine impact on Federally Qualified Health Center standards and 330 program
  • Manage Federal EHB in all aspects, including updates
  • Initiating and tracking Scope Changes
  • Modifying Forms 5 and 5A as needed for scope compliance
  • Write/Prepare/Submit government grants: federal, state, county, city
  • Perform appropriate follow-up activities related to both submitted and funded proposals including status checks, contracts and letters of agreement.
  • Provide data entry and comparison reports for the Uniform Data Systems and OSHPD reports
  • Research & Identify potential funding sources for priority needs
  • Write high-quality letters of inquiry, foundation proposals:
  • Provide government relations in the form of attending conferences, conference calls, and interface with Federal and other officials
  • Attend Federal/State/Local bidder’s conferences for potential grant and related compliance information
  • Assist with tracking of agency audits and their completion
  • Evaluate appropriateness (with CAO) of funding possibilities to match VCH current operations or future strategic goals.
  • Provide support as needed in researching and/or writing private or foundation grants
  • Other duties as assigned.

Skills & Qualifications:

  • Bachelor’s degree required. A Master’s Degree is preferred.

  • Two years of experience in producing Federal grants, EHB experience a plus
  • Understanding and proficiency in data and funding research, both on-line and in print
  • Excellent writing skills.

  • Researching grant opportunities to submission of grants and end-of-grant reporting responsibilities
  • Manage new and existing grants by tracking grants
  • Handle the full cycle grant application process from researching grant opportunities to end-of-grant reporting responsibilities
  • Write grant proposals and other funding applications consistent with the overall grant strategy
  • Perform analysis related to grant awards
  • Prepare payment requests of grant awards
  • Monitor and analyze donor grants
  • Ensure grants are routed in a timely manner through the grant management system
  • Help develop strategies for sustaining the grant’s services once the grant has ended
  • Utilize the grant management system, procedures and documentation to effectively process grant requests
  • Assist with monthly reconciliation of grant expenditures
  • Ensure consistency in the grant awards budget
  • Maintain primary responsibility for completing grant requests as identified through the grants administration team
  • Contained in the grant database and electronic files
  • Write and develop grant proposals, which may include preparing benefit-cost analysis for grant submittals
  • Maintaining project and grant agreement budgets and spreadsheets
  • Organize the submission of all program-related grant reports
  • Analyzing and interpreting proposal requirements
  • Preparing and submitting grant applications, allocating grant monies, and providing the administrative and financial oversight of the grant monies to ensure proper use
  • Make recommendations on budgets of Department grant applicants
