The COP will provide overall vision and leadership for the anticipated USAID Strengthening Natural Resources Safeguards for Large Scale Linear Infrastructure in Asia project.
The goal of the project will be to enhance development and implementation of safeguards that will ameliorate adverse natural resource impacts from rapidly expanding linear infrastructure development in Asia.
The project focus will be on transportation
– and energy-related infrastructure and it aims to increase the commitments from government institutions to strengthen legal frameworks for natural resource management and for climate-resilient infrastructure; and to enhance environmental compliance enforcement.
It will also aim to foster engagement with the private-sector and international finance institutions on development and implementation of safeguards and promoting better public and private adherence to international environmental standards.
These outcomes will increase resilience to pandemic, climate, and disaster-related shocks and improve biodiversity conservation.
Responsibilities
The COP provides managerial and technical leadership and directs the projects core team of staff and partners responsible for planning, coordination, design, and delivery of all project activities.
The COP represents the project to USAID, partners, stakeholders, and governments, and ensures the project is well coordinated with other initiatives and USAID efforts.
The COP applies a participatory, adaptive management approach to ensure that the program is efficient, effective, and achieves planned results.
With support from WWF US HQ, the COP ensures that the project is implemented in compliance with USAID policies and regulations, including subgrants and subcontracts.
The COP establishes and maintains good working relationships with project partners, participants, stakeholders, beneficiaries, and other relevant organizations in the region, including government partners and USAID personnel.
Qualifications 10 years of experience implementing and managing complex projects that seek to improve the design and planning of large-scale infrastructure projects, including linear infrastructure projects, to reduce their negative environmental impacts.
10 years of experience managing and implementing multi-million-dollar USAID projects, or other donor-funded natural resource projects.
Experience managing regional or multi-country projects preferred.
Experience managing projects which develop and improve policy, regulatory and legal frameworks to strengthen safeguards for linear infrastructure development and the government capacity to implement and enforce them.
Experience managing projects that build the capacity of public and private sector infrastructure development practitioners to plan, design, construct and evaluate linear infrastructure that avoids adverse impacts on natural resources, increases climate resilience, conserves biodiversity, and maintains ecosystem integrity.
Experience engaging private sector and international financial institutions in Asia on ecologically sustainable infrastructure development.
Masters degree (minimum) in natural resources management, wildlife, forestry, engineering, environmental or conservation management, economics, finance, environmental compliance, regional planning, development studies, social sciences, or relevant field.
Excellent written and oral skills communication and fluency in English required.
Demonstrated effectiveness leading and managing teams able to adapt to dynamic operating conditions to achieve project results.
