Employment Services Manager Job Description

ICAN now offers new hires a $500 signing bonus after completion of a probationary period of 90 days.

Primary Function

This is a managerial, supervisory position. The Supported Employment Program Manager must be a dynamic and mature leader who is organized, detail-oriented, flexible, and dependable. The Supported Employment Program Manager will lead and oversee a Competitive Integrated Employment program for adults with developmental disabilities. This position supports and fosters client choice. The Supported Employment Program Manager will be responsible for coordinating all aspects of the program services provided to ensure clients receive the proper attention and support. They also ensure all aspects of the program are in compliance with the program design, state requirements, and the ICAN mission and purpose. This position requires extensive involvement and inclusion of people with diverse backgrounds, ethnicities, and abilities. The Program Manager directly supervises Job Coach Supervisors, Job Coach Schedulers, Job Developers, and Case Managers. They also supervise the Case Manager Assistants and Job Coaches. The Program Manager reports directly to the Executive Director and the Director of Programs.

Minimum Qualifications

  • Must be at least 21 years of age
  • Must be eligible to work legally in the United States
  • Must be fully vaccinated and boosted from Covid-19
  • Must be able to maintain regular attendance and consistently arrive on time to meetings and appointments
  • Must be able to multitask and work both collaboratively and independently
  • Must be able to set schedules, determine accountabilities, and meet deadlines
  • Must be an organized, flexible, detail-oriented, and dependable individual
  • Must be able to plan, implement, and initiate effective meetings and trainings
  • Must have good judgment and demonstrate good decision-making skills
  • Must have strong typing skills
  • Must follow all the rules and regulations listed in ICAN’s Policy and Procedures Manual and ICAN’s Code of Conduct and Ethics
  • Must be comfortable working with people with disabilities and finding ways to help them determine and achieve their goals

Education, Experience, and Knowledge

  • Must have a bachelor’s degree or higher from an accredited college or university, preferably in a human services related field
  • Experience working in a human services delivery system, including at least one year in a comparable program preferred
  • Must have a minimum of two years in a supervisory position
  • Must demonstrate strong and extensive supervision and strategic planning skills
  • Must have strong leadership abilities and be able to communicate effectively, both in writing and orally, with employees in their department, other ICAN staff, clients, parents, guardians, and state licensing and funding representatives
  • Must be fiscally responsible and the ability to manage a budget
  • Must have strong computer skills and be comfortable using a computer regularly, including the use of Apple Macs, Microsoft Office, Google Docs, Dropbox, HRIS systems (ADP), and client record databases
  • Must be comfortable learning and administering new internal systems and services
  • Must be fluent in English and have strong English writing and grammar skills
  • Preferred bilingual in Spanish or ASL

Certifications and Other Requirements:

  • Must have the ability to pass Tuberculosis skin test
  • Submit to a fingerprint clearance through LiveScan before starting employment
  • Must be CPR and First Aid certified or be willing to complete CPR and First Aid certification
  • Must be CPI or PART certified, or willing to complete prevention-first training at hire
  • Must have reliable transportation. If taking public transportation, must have the ability to travel to job sites and hiring locations in the South Bay, West Los Angeles, and/or greater Long Beach areas. If using a private vehicle, valid California Driver’s License or valid Driver’s License from another state at the time of interview and throughout employment with a clean three-year driving record. Willingness to submit to DMV background check and provide evidence of current auto registration and liability insurance

Physical Demands and Working Conditions:

  • Sitting or standing for extended periods of time
  • Lifting, carrying, pushing, and pulling up to 70 pounds, including pushing a wheelchair
  • Working in indoor and outdoor environments, as well as traveling

Professional Development:

The Program Manager must complete a minimum of 24 hours of annual training. These trainings must include state mandated, on-going professional development, and continuing education courses.

These trainings may require attending seminars and conferences at the regional center, at other sites, or online, and may include travel outside of the Los Angeles area.

ICAN will compensate these trainings.

Essential Program Functions

  • Developing and implementing program designs and program budgets to achieve the goals and mission of the Supported Employment Program and the ICAN organization
  • Managing program client care assignments, including assignment of individual staff caseloads, and managing of waitlists
  • Ensuring completion of all required documentation and reports to ensure deadlines are met, including, but not limited to billing, service authorizations, timesheets, payroll hours, and case notes and summary reports
  • Ensuring the health and safety of the clients through development and implementation of standards, guidelines, training, and service, including the safety of clients at their workplaces
  • Ensuring clients are placed in internships and jobs that meet their goals, needs and interests, as well as meeting the employment requirements of funding agencies
  • Ensuring Department of Rehabilitation (DOR), Department of Developmental Services (DDS), Regional Centers, and the Commission on Accreditation of Rehabilitation Facilities (CARF) compliance standards are met and that the program is prepared for audits
  • Acting as a liaison with DOR, DDS, regional centers, employers, and community agencies
  • Building effective working relationships with clients, family members, referral sources, community resources, and program staff members
  • Identifying barriers to client success in obtaining the IPP/IHSP objective(s) and how those shall be overcome pursuant to section 56720(c)(2)(B) of these regulations
  • Building relationships with community businesses and leaders to increase organization awareness and support job development
  • Coordinating with partial work program staff to identify potential clients within the partial work program who are seeking employment opportunities and supporting their success
  • Building and maintaining effective working relationships with clients, guardians, Regional Center service coordinators, community resources, state regulatory agencies, and fellow ICAN employees
  • Maintaining a productive and cordial work environment and providing positive role modeling to employees, clients, and the entire ICAN community

Staff Oversight

  • Facilitating weekly administrative team meetings for case managers, job coach supervisors, job coach schedulers, and job developers, as well as ongoing professional development for individuals identified as potential leaders in accordance with professional development policies and requirements
  • Working in conjunction with human resources to identify skill gaps, labor needs, selection of candidates and conducting new admin staff initial training
  • Planning, managing, coordinating, and evaluating assigned staff efforts and accountabilities to achieve agency, coaching, and program objectives and outcomes in conjunction with human resources
  • Conducting quality assessments in the field and at facility locations
  • Evaluate all direct reports by conducting annual performance reviews and providing regular, ongoing feedback at least twice per month
  • Ensuring organization procedures and systems are effectively implemented with the program staff
  • Substituting for the Job Developers or Case Managers by completing their daily assignments if they are absent or unavailable

Program Evaluation

  • Assessing and managing the job developer and case manager effectiveness in achieving client IPP/IHSP objectives and conducting quarterly evaluations by reviewing monthly client reports
  • Completion of annual client satisfaction survey in accordance with CARF guidelines

Department Performance Requirements

  • Meet department placement goals of 1 placement and 3 internships per month per developer
  • Maintain a 90% level of client retention at 90 days of their employment
  • Maintain a 95% level of potential coaching hours worked
  • Ensuring internships are being converted to placements at 90 days or ended so clients are being provided opportunities that can lead to placement
