Job Summary: Help establish and administer new information technology projects to help protect Americas homeland Amentum is actively seeking an intermediate Technical Project Manager with information systems and Systems Engineering Life Cycle (SELC) framework experience to provide programmatic support for a research and development effort transitioning to a new Joint Program Management Office (JPMO).
The successful candidate will drive project execution in collaboration with DHS HQ and component staffs, vendors, and other subject matter experts and supporting contract organizations.
The position can be in located in the D.C.
Metro area or remote.Essential Responsibilities: Serve as an Amentum intermediate project analyst and coordinator for designated customer information system-related project activities in support of Department of Homeland Security Office of the Chief Information Officer (DHS OCIO) and the Science and Technology Directorate (DHS S) Government Leads, establish the JPMO and support the monitoring and controlling of day-to-day project management administration activities.Provide JPMO status reporting and maintain the Joint Integrated Master Schedule (IMS).
Directly support the Amentum Transition Manager to develop, review, coordinate, monitor, and implement DHS Acquisition Lifecycle Framework (ALF) and Systems Engineering Life Cycle (SELC) artifacts as directed.Develop and maintain the project Configuration Management and Risk Management Plans, associated processes, and execution activities.
Maintain the Risk Register.Provide Configuration Control Board (CCB) support as directed.Review and contribute to the development of the Requirements Management Plan and associated processes.Assist in monitoring and controlling project compliance with performance, budget, and schedule requirements as directed.Review performer/vendors technical documentation for accuracy and completeness.Advise program management team on matters affecting project success, risks, schedule, and cost impacts, and develop project recovery plans as required.Represent the organization in meetings and conferences as required.Develop purchase requests and track project contract acquired property from delivery through final acceptance by government as directed.Develop meeting minutes and maintain action items list.Supervise other staff as directed.
Minimum Requirements: U.S.
CitizenMust be able to pass DHS entry of duty (EOD) requirements including background investigation for DHS suitability with the ability to obtain and maintain DHS suitability and a Public Trust security clearance to start.Work location in the continental U.S.Bachelors Degree or equivalent work experience.At least 7 years experience with DHS and/or DoD and major systems or programs.Experience working independently, or as a team member, to solve project problems.
Experience with project management for information technology initiatives.Experience with configuration and risk management for information technology initiatives.Excellent interpersonal communication, organizational and analytical skills are required.Proficiency with developing schedules, work break down structures (WBS), dashboards, word-processing, spreadsheets, Microsoft Project, and integrated software applications.Travel may be required.
Preferred Qualifications: PMP Certification.
Active Secret or Top Secret clearance.Masters degree.
3 plus years of experience with establishing and maintaining Joint Program/ Project Management capabilitiesand execution activities.3 plus years of experience with establishing and maintaining configuration management capabilitiesand execution activities.3 plus years of relevant experience working with DHS Science and Technology (S) or DHS Components including DHS OCIO, U.S.
Customs and Border Protection (CBP) Air and Marine Operations (AMO,) and/or U.S.
Coast Guard (USCG).Solid understanding of US Government acquisition process.Experience transitioning research and development projects to fully established programs of record.Demonstrated experience working with multiple government, contractor, subcontractor, and other stakeholders to complete projects in compressed timeframes.
