Alameda Health System is hiring The Chief Administrative Officer is accountable for the provision and quality of ambulatory healthcare services for AHS’s Ambulatory Care Services; Manages the day-to-day administrative and financial services for AHS Ambulatory Care campuses; coordinates, administers, directs, and supervises medical services; responsible for all aspects of clinical and medical services provided at specialty and general clinic sites throughout the system, including Highland, Eastmont, Hayward, Newark and Alameda; works closely with the CMO, Department Chairs, medical staff leadership at all sites, professional leadership of East Bay Medical Group and community healthcare organizations such as the Alameda Alliance, Community Health Care Network, Alameda County Health Care Services Agency and others to assure that patients have timely access to quality outpatient healthcare services; the Chief is a member of the AHS Executive Leadership Team and together with the Vice President of Population Health and other key operational leaders, oversees the delivery of person-centered outpatient care with a focus on medical homes population health, standardization of care, and access to primary and specialty care for patients at Alameda Health System.DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification.

Drives consistency of quality and experience within and between individual clinics; works with individual clinics, both community and hospital-based, to customize operations and services that are unique to each clinical area of practice.Effectively collaborates with physician leaders, Medical Staff and administrative leaders to identify, evaluate, and facilitate the launch of proposed clinical services and the assessment of existing clinical services.Effectively consults and communicates with physician leaders, Medical Staff, and AHS administration to participate in and contribute to development of processes that pursue high value care, including effective AHS coverage and scheduling practices, adequacy of scope of services, access, practitioner recruitment, establishment of clinical guidelines and promotes and participates in ongoing efforts related to system-wide standardization where appropriate.Encourages and supports a culture within the ambulatory operations which promotes excellence, collaboration, empowerment, accountability and most of all customer service focus; continues to support and mentor outstanding staff members who are contributing to the success of the operations.Manages all levels of managerial, professional, clinical, technical and clerical staff within Ambulatory Care Services.Meets with members of the community, other County, State or Federal officials on matters of mutual interest; promotes a better understanding of AHS programs and assists in meeting community needs; provides educational opportunities to patients, community groups, hospital employees and professional staff that advance AHS goals.
Participates in and contributes to the strategic direction of service lines and alternative means to appropriately deliver high value care.Serves on and provides reports to relevant AHS medical and administrative committeesStandardizes the clinical operations of ambulatory services, so that it is responsive to patient needs and provides a clear and concise process for managing patient encounters in the ambulatory clinics.Works with the operations team to identify and implement operational practices that are evidence based and represent best practice in like institutions; working with Medical Staff leaders and Department Chairs to ensure that such best practices are widely adopted.Develops, maintains and manages facility budgets and costs through the responsible use of planning and control systems which includes taking into consideration forecast levels of operations, cost effective utilization of resources and realistic financial variances; directs the preparationof budgets and fund allocations based on cost studies; consults with department heads in the formulation of annual and/or long-term plans, goals and objectives for submission to the governing authority.Directs and coordinates the activities of several facility departments and divisions; develops operating policies and plans new program involving delivery of new or modified services to comply with improved methods of operation and to keep abreast of changing requirements.Interprets policies, objectives and operational procedures to department heads; resolves issues with facility department heads concerning such matters as staffing, HR services and utilization of facilities, equipment and supplies.Maintains effective working relationships with the medical and professional staff of AHS facilities by collaborating on administrative activities and policy matters of mutual concern; works in partnership with the medical staff to accomplish the mission of AHS and its freestanding and facility-based clinics.Maintains quality patient care services by planning and developing programs to ensure compliance with established county, state and federally mandated policies and procedures, including licensing and accreditation programs.Maintains the facility’s physical resources by planning, maintaining and providing necessary equipment and safe, secure, clean facilities for consumers of health care services; recommends improvement of facility-based and freestanding health centers and facilities, including construction or renovation of structures and purchase of new equipment; responsible for strategic, program, facility, financial and operational planning.Manages and coordinates the development and maintenance of the annual budgets, including justification of personnel, space allocation, maintenance and capital improvement projects.Meets with members of the community, other County, State or Federal officials on matters of mutual concern and promotes a better understanding of facility and clinic programs and assists in meeting community needs; provides educational opportunities to patients, community groups, facility employees and professional staff that promote facility and clinic goals.Monitors performance and effectiveness of subordinate functional areas; directs the preparationof statistical reports required by the CMO, federal, state and county agencies and/or licensing and accrediting agencies and associations; supervises business affairs to insure that funds are collected, protected and negotiates relevant contractual agreements.Oversees the full compliance with applicable standards for the licensure and accreditation of the ambulatory facilities.Oversees the proper administrative control and procedures in such areas as inventory, equipment, requisitioning and storage of supplies; effective utilization of existing resources and forms control.Perform other duties as assigned.Provides effective leadership and people management to ensure a competent and productive labor force; selects, assigns, directs and evaluates the performance of subordinate administrative staff and department heads; supervises, manages andinstructs managers of clinical and non-medical sections; selects, trains and supervises subordinate Clinic and Facility Directors; recruits and interviewsprofessional staff for ambulatory clinics and reviews/manages staffing for professional services at ambulatory sites; provides annual reviewsof direct reports and physician professional staff.Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.MINIMUM QUALIFICATIONS:Required Education: Graduation from an accredited osteopathic or allopathic medical school; Completion of an ACGME accredited residency training program.Required Experience: Minimum of three years’ managerial experience in outpatient administration; Demonstrated track record of success as a physician leader, including the ability to build, maintain, and guide teams.Required Licenses/Certifications: Licensure to practice medicine in the State of California;
