Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a TITLE 32 FINANCIAL MANAGEMENT ANALYST (MI 110 WG), Position Description Numbers D2515000, D2514000, D2513000 and is part of the MI 110 Airlift Wing, National Guard.

Responsibilities GS07:This position is located in the Air National Guard (ANG) Wing, Comptroller Flight.

The work of this position has been re-engineered for recruitment and training purposes.

In a learning capacity leading to the GS-09, then to the full performance GS-11 level, the incumbent performs professional work requiring the application of accounting, budgeting, and manpower principles, theories, concepts, and practices to ensure that financial management, manpower, and accounting systems produce accurate results and meet legal and regulatory requirements.

Incumbent performs work which requires adaptation of current or purposed systems and processes and a knowledge of automated resource management systems.

This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.

Work assignments are planned to introduce the incumbent to a full range of duties and responsibilities required by the full performance level.

Work assignments will require the incumbent to apply skill to collect, organize, analyze and present information related to both the current and future program workload.

Duties performed are in support of state and Federal ANG operations, training, and readiness missions.1.

Perform developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist.2.

Participates in financial analysis and planning activities related to the NG financial community.3.

Present financial summary reports to management.

Compile financial data to analyze and illustrate historical trends.4.

Gathers and reviews a variety of narrative and or statistical data to prepare reports.5.

Assists with the preparation of budget estimates for assigned operating program areas.GS09:This position is located in the Air National Guard (ANG) Wing, Comptroller Flight.

This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.

The purpose of this position is plan, coordinate, and perform comprehensive Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs.

Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data.

The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions.

The work requires a working knowledge of accounting theories, principles, and practices.

The incumbent performs professional work which leads to the full performance GS-11 level.

Duties performed are in support of state and Federal ANG operations, training, and readiness missions.1.

Processes data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems.2.

Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques.3.

Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.4.

Aggregates data from multiple financial systems and sources in order to directly or indirectly provide the Comptroller with accurate and timely financial reporting.5.

Executes full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay).6.

Resolves pay and entitlement problems unique to the customer.

GS11:1.

Independently performs and examines financial management functions to ensure internal accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation.2.

Aggregates data from multiple financial systems and sources in order to directly or indirectly provide accurate and timely financial reporting.3.

Analyzes and measures the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place.4.

Analyzes and accurately processes financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques.6.

Determines the legality of entitlements/collection actions and provides decision support to the Financial Manager.

Performs other related duties as assigned.

Military Grades: E1
– E6 GENERAL EXPERIENCE: All series personnel’s’ performance levels are validated at the next higher level before being eligible for promotion consideration to the GS-0501 graded-position and must have a fundamental working experiences with validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: An applicant must demonstrate the specialized experience competencies, as cited in each Series’ grade, to qualify for a position identified by its applicable position description grade, financial management certification career level, and/or experiences earned through military service.

Applicants, who were prior service members or who are currently serving in a military component and completed the applicable military technical school skill financial training and have working experiences in the military finance programs, are considered qualified for the GS-09 entry-level position.

ANG GS-0501-11, Journeyman.

To qualify for hire consideration into one of the ANG GS-0501-11 positions located in the Wing Comptroller Finance Office, the ANG applicant must be eligible for entry into the position’s financial management certification career program based on the position’s GS-grade and/or the applicant’s military rank before final approval and appointment is processed.

An applicant must have at least 12 months of finance program experiences and competencies that provided knowledge of financial principles and procedures.

An applicant must have an excellent under-standing of the basic principles and concepts of the Air National Guard financial business program requirements.

An ANG applicant must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

Education You must provide transcripts or other documentation to support your Educational claims.

To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Must have a high school diploma.

An undergraduate degree from an accredited college/university is optimum.

Substitution of Education for Specialized Experience.

To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or
– be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.
