Program Financial Analyst (Must have Cost-Point experience and 4-5 years of Govcon DoD/DHS C4ISR financial programs experience and be local to Gilbert/Phoenix)

ATSC – Program Financial Analyst ATSC is currently seeking a Program Financial Analyst to support program financial oversight of government contracts, with a focus on both service and integration programs.

This position will report to the Program Manager with a dotted line to the CFO.

The candidate will support the program manager and project team members in the cost planning, tracking, analysis, and reporting of programs.

Requires hands-on leadership in the development, maintenance, and/or tracking of Work Breakdown Structures (WBSs), the work authorization process, contract funding management, subcontractor cost management, material cost control, cost accumulation in costpoint, integrated analysis /reporting, project forecasting, and assisting with the preparation and analysis of quarterly Estimates at Completion (EACs).

Primary Responsibilities
· Involves project control experience working with Work Breakdown Structures (WBS), Control Accounts, Basis of Estimates (BOEs), cost accounting and financial management systems, work authorizations, process management systems, and/or reporting.

· Performs financial analyses and preparation of variance explanations, estimates to complete (EACs), and monthly corporate and customer reports related to cost/schedule performance, staffing, and Revenue forecasts
· Ensures adequate funding availability by reviewing, analyzing and affirming records of expenditures, involvement with the PM in the preparation of expenditure projections, and submission of timely requests for additional funding to the government
· Audits monthly travel costs for completeness/accuracy
· Supports the preparation of accurate and timely billing to customers in coordination with the Controller
· Coordinates with Accounts Payable to process payment of vendor invoices as appropriate Involved in the monthly close process relative to assigned programs Collaborates with team members and program management to ensure cost accuracy Assists management with annual program budgeting and periodic forecast updates
· Supports internal financial activities such as invoicing support, accrual development, and program financial revenue projections and variance analysis
· Ad-hoc cost and performance analysis Qualifications:
· Must possess a strong background working with multiple contract types: Firm Fixed Price (FFP), Cost Plus (CPxF), Time & Material (T&M) and hybrid contracts.

· The candidate should be extremely comfortable with MS Excel to collect and analyze information.

· Bachelor’s level degree in Business, Finance, or Accounting with minimum 3-4 years professional experience or Masters level degree with 2 years professional experience
· Strong organization, analytical, presentation and interpersonal skills
· Microsoft Excel (Expert Level)
· Specific experience with Deltek’s Costpoint product
· US Citizenship required.

Must be able to obtain and maintain a Public Trust security clearance.
