Accounting Manager

The Accounting Manager is an important member of the Accounting Department with responsibilities related to providing quality oversight of the full revenue cycle in accord with both organizational and regulatory requirements, including New York State Office for People with Developmental Disabilities (OPWDD) and Department of Health (DOH).

Oversight includes billing, collections, cash applications, collections, denials management and general ledger revenue recognition and overall receivable tracking.

The position would be responsible for optimizing revenue cycle performance for AHRC Nassau and Citizen’s Options Unlimited Inc, through appropriate monitoring, analysis, and operational reporting.

The Accounting Manager operates under the guidance of the Director of Finance and must be a team player with good communication, analytical, computer skills and current with FASB non-profit pronouncements.

These skills are required to effectively perform analyses and accounting work to support the financial statement close process, the New York State Consolidated Fiscal Report (NYS CFR) contract filing analysis and meeting audit requirements.

The position is responsible for supervising the Accounts Receivable and Billing (revenue) team.

Primary duties and responsibilities include but not limted to: Financial Close Support: Timely and accurate processing in accord with the monthly financial close calendar including: Ensure accuracy of rates for AHRC Nassau and its affiliated companies according to respective NYS CFR and OPWDD/ DOH rate setting methodology and communicate discrepancies to state agencies with satisfactory resolution.

Ensures revenue cycle effectiveness by establishing and maintaining policies and processes and ensuring the efficiency of the overall revenue cycle process by monitoring the accounts receivable team efforts, including claims submission and payment posting.

Identify issues and provides effective leadership for revenue cycle improvement, working collaboratively with fiscal leadership, Information Technology, client entitlements and other departments throughout the agency.

Ensure timely recording of revenue/ receivable entries and appropriate coding of cash receipts on an ongoing basis throughout the month Analyses: For Senior Finance Department leadership monitoring activities and used in preparing managerial and corporate governance reports.

Prepare, analyze, and maintain key receivable metrics, including aged receivables, identifying trends for review and process improvements.

Track and report metrics related to lost revenues, denied claims and other operational billing errors.

Budgets: Assists in preparation of agency budget using financial statements, projected changes and estimated revenues and expenses.

Audits: Support the annual audit process by timely satisfying auditors sample request and other provide by client (PBC) item assigned by the Director of Finance/ Controller.

Support the completion of the annual CFR reports including providing units of service and other revenue specific data as determined by the Controller.

Support any contract or other regulatory audits.

Other responsibilities: Supervise and develop accounting staff skills and abilities on-site and remotely Special projects as required, including process optimization and system implementation Education and/ or experience required: Bachelor’s Degree in accounting 5 years relevant experience including two (2) years with multiple staff supervision in a government funded agency Considered a Plus: NYS OPWDD or Other NYS funded agency requiring a CFR filing CPA, MBA BlackBaud Financial Edge and Medisked Skills, Licenses and/ or competencies required: Strong knowledge of non-profit accounting pronouncements, revenue rate analysis and supervision Good Skills in Microsoft Office, Excel and Word required.

Good professional written and verbal interpersonal and communication skills – ability to relate and clearly communicate with operating management, financial staff and other departments.

Professional abilities to pay attention to detail, analyze financial data, solve financial problems, develop, and implement solutions and write procedures.

Ability to initiate projects, prioritizes and complete tasks on a timely basis with minimal supervision in a fast-paced environment .

Strong work ethic exhibiting a sense of urgency in completion of tasks, willingness to work a flexible schedule, including evenings and occasional weekend work
