Primary Responsibility / Summary

Assures performance is consistent with Continuous Quality Improvement (CQI) policies and other standards through data analysis and provider monitoring. Aggregates finding, input and feedback to appropriate parties.

Essential Duties & Responsibilities

  1. Participates in the development, coordination, and implementation of CQI Team process that is designed to, identify opportunities for improvement to the assigned WCD programs and services.
  2. Participates in a continuous quality improvement process-ensuring conformance with quality standards set by the Company, funder or accrediting body. Assists with the preparation of the semi-annual Outcome Measurement Reports.
  3. Compiles detailed reports identifying accomplishments and opportunities for improvement, works with Quality Assurance Manager and Director of WCD Operations to establish corrective action plans.
  4. Assists with implementation of corrective action under the direction of the Quality Assurance Manager.
  5. Works closely with other Company teams to ensure effective controls and adherence to policies and procedures.
  6. Reviews documents and practices of assigned programs and and/or services for compliance with contract, funder, Company, accreditation, and any other applicable requirements. Conducts routine visits, reviews, and spot checks at assigned sites.
  7. Assists Quality Assurance Manager in development and delivery of Training and Technical Assistance materials for program improvement.
  8. Participates in audits and addresses questions and concerns from external auditors, examiners, or surveyors as required.
  9. Establishes and maintains effective working relationships with department staff, state and local officials, and service provider staff. Attends funder meetings/trainings and maintains knowledge to stay abreast of changes in compliance requirements.
  10. This position requires to travel extensively (>50% of the time) a valid CA driver’s license and current in state insurance is required. Driving records must be acceptable by Goodwill insurance carrier.

Additional Duties & Responsibilities

  1. Other duties and special projects as assigned.
  2. Obtains 40-hours of professional development training each year.

Qualifications

Education & Experience

  • Minimum 3 years’ experience with contract compliance.
  • Bachelor’s degree from a four-year college or university or the equivalent combination of experience and training required.
  • Three years’ experience in workforce development; knowledge of WIOA, DOR, OMB circulars, legal and ethical requirements
  • Non-profit experience required.
  • Experience developing and presenting training materials that are accessible to a diverse range of audiences; recent training/teaching experience.
  • Ability to work with minimal supervision.
  • Excellent written and verbal communication skills.
  • Strong computer and analytical skills.

Certificates, Licenses, Registrations

  • GCDF preferred.

  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Mathematical Skills

  • Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills

  • Must have intermediate knowledge of computer programs in a Windows environment, including Word, Excel. PowerPoint and Outlook.
