Software Contracts Manager

About the Role: The IT Contract Management Services Office is responsible for coordinating all aspects of contract management for the Executive Office of Technology Services and Security (EOTSS) and other state agencies as directed by the Secretary of EOTSS.

This includes, but is not limited to, software licensing, contract and licensing compliance, Cloud Services and Software as a Service (SaaS), and providing overall support and guidance to other state agencies with respect to contract management and related services.

This position will work under the direct supervision of the Director of Contract Management to support the oversight and management of all information technology services contracts for EOTSS.

Responsibilities: Support the Contract Management office in managing all IT software contracts for EOTSS.

Ensure contract compliance, including software licensing compliance.

Interpret complex license and support services agreements Work with procurement and EOTSS business teams on software procurement.

Work with operations to develop and use distribution and tracking processes for software licenses Work with the legal, procurement, and business teams to facilitate procurement, contract or licensing negotiations, resolving contract disputes, contract amendments and/or renewals, and subsequent management and compliance.

Utilize, and support the development of, standard contract and license templates.

Coordinate and work with the EOTSS business teams and vendors to ensure maximum utilization of contracts and licenses, and monitoring vendor performance.

Support internal and external compliance audits.

Communicate and liaise with vendors and other state agencies concerning all aspects of ongoing contracts and license agreements.

Maintain deadlines on deliverables and communicate on an ongoing basis with business teams about contractual issues.

Maintain current and up to date knowledge on issues relating to IT contracts and licensing.

Qualifications: Minimum of 5 years of experience working in IT contract negotiation, management, IT contract law, software licensing, or a related field.

Familiarity with and knowledge concerning current information technology issues; including, but not limited to, laws, regulations, best practices, and Commonwealth policies.

Excellent oral and written communication skills Proven capability to exercise superior judgment with the ability to manage highly sensitive and confidential information; prioritize and adjust work assignments to meet changing situations, emergencies, demands and changing program requirements.

Capacity to comprehend, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned activities.

Aptitude to interpret documents such as contracts and licenses, analyze, determine and draw conclusions on the applicability of data and provide appropriate recommendations by written reports and presentations.

Experience gathering information by examining records, documents, and questioning individuals.

Demonstrated ability to establish and maintain harmonious working relationships with others Demonstrated experience drafting concise, detailed reports.

Demonstrated ability to use critical thinking, logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Ability to plan, organize and prioritize a varied and heavy workload.

Ability to compose complete and accurate documents with attention to detail.

Ability to work on a team with attorneys, colleagues, and assistants in handling responsibilities and fulfilling duties.

High degree of accuracy and attention to detail.

Ability to work independently and carefully carry out instructions with limited supervision Demonstrated ability to work and collaborate in a team environment.

Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook.

Preferred Qualifications: Familiarity with the Commonwealth’s procurement laws and regulations Familiarity with managing large software licensing programs, cloud services and licensing and software-as-a-service (SaaS) agreements.

Qualifications MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions: I.

A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II.

A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III.

A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV.

A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
