( Supervisor ) Senior Outreach & Eligibility Specialist

QUALIFICATIONS & EXPERIENCES:

  • BA degree required in Marketing or similar, or with at least 2 years of experiences with Energy –Efficiency Programs, targeting low-income program services at a non-profit and/or government office
  • Experienced Supervisor/Manager level in a fast pace Production goal-oriented office environment
  • Knowledge of LIHEAP, ECIP, DOE, CARES and/or Utility contracts and familiar with government funding is a major plus
  • Monitor program compliance and ensure staff are informed/trained on changes as required by contract
  • Excellent with MS Office, Adobe Photoshop or other programs to create marketing/outreach materials; internet savvy and have experience with managing websites to market our targeted population
  • Ability to create Facebook/Instagram ads to outreach targeted audience for program exposure; knowledge of website development (WordPress) is a plus
  • Ability to track and have knowledge of computer software and/or online database to track customer data
  • Have experiences with community partnership, setting up public events and interact with government offices
  • Excellent oral, written and communication skills and savvy with research, must be able to conduct presentations to a live audience in public, partner agency setting and/or video such as Zoom/MS Teams
  • Ability to learn new concepts, complete intake application and understand contract requirements from federal/state/local level and be able to write policies and procedures
  • Able to work well with customers, office staff, crew, local building officials/inspectors and the public
  • Must be detailed oriented, work accurately and efficiently to ensure compliance
  • Must be able to work nights/weekends as required during community events, conduct presentations and networking events to build partnerships
  • Must have good driving records and reliable vehicle; to be able to drive long distance to our satellite offices in Lancaster, Panorama City and our entire service territories
  • Bilingual in Spanish, any Asian languages, Armenian or Russian is a major plus
  1. POSITION RESPONSIBILITIES & DUTIES:

The applicant must be able to:

  • Oversee the Outreach and Eligibility component of the Energy Division, which includes office staff (6+)and independent consultants (10+) signing up low-income customers for services and ensure eligibility documents completed are accurate and timely;
  • Create additional marketing tools such as updating/revising current flyers, postcards, powperpoint presentation, bring in new social media forums and other marketing methods to reach customers;
  • Collaborate with new community partners such as Community Based Organizations (CBOs), government agencies, local churches and partners and encourage new customer participation at hard to reach locations;
  • Connect with government officials such as City Council and Congressional/District Representatives members or their Chief of Staff;
  • Create a new partnership to target low-income apartment buildings, to work closely with multi-family property companies and it’s property managers to sign up customers that have never been serviced by the programs and to maintain a collaborative relationship with them for ongoing services;
  • Be supportive of the teams’ efforts while they work with CBOs/partnering agencies and to assist them to disseminate information;
  • Monitor, Lead and Supervise work of eligibility intake workers and outreach personnel; set goals and ensure they meet monthly deadlines for approved applications as well as ensure marketing activities are constantly ongoing;
  • On a regular basis, ensure application goals are met on a timely manner and ahead of schedule to ensure work for crew members are steady and consistent;
  • Monitor and support Independent Consultants to meet goals of agency to finish contract dollars allocated;
  • Coordinate with Field Supervisors and Senior Office staff to ensure services provided on the home by the crew members and address the needs by the office staff; take action, handle any issues that may arise and resolve the problems immediately;
  • Meet with Division Manager and Executive Management to provide weekly/monthly reports of Outreach production and bring in new ideas/ways to market program not limited to Weatherization Day, Public Service Announcements, Mass Marketing efforts, etc.;
  • Interview, train and provide guidance to employees performing outreach, marketing, eligibility/intake of applications, to include sensitive customer demographics, customer documents and other information as required by agency/funder(s);
  • Create policies and procedures as required by Program, Contract and Funder;
  • Other Supervisorial duties such as completing timesheets, disciplining employees, including document/write up and termination; train and support all team members for successful component;
  • Provide suggestions/solutions to respond to issues/concerns found and to analyze outreach/crew production to make the necessary steps to increase outreach efforts to meet contractual goals;
  • Review random files for accuracy related to eligibility of customers’ qualification and accuracy of work performed by staff and independent consultants;
  • Ensure safe-keep of all files and back up all documents as needed to be ready for monitoring visits and/or audits as required;
  • Other duties as required by Senior Staff and Management team from time to time.
