Details Posted: June 20, 2021 Location: Los Angeles, California Show Map Salary: Open Discipline: Allied Health The Blind Rehabilitation Services Supervisor serves as the supervisor of the multi-tiered Blind Rehabilitation Services at the VA Greater Los Angeles Health Care System within Physical Medicine and Rehabilitation Services (PM&RS).

Primarily stationed at the West Los Angeles Medical Center, this position is designed to provide overall management and clinical direction for the Blind and Visually Impaired Services, throughout Greater Los Angeles(GLA).

Because of the need for a comprehensive approach to patient care, the Blind Rehabilitation Service Supervisor is responsible for the overall planning, development, implementation, direction, evaluation and continuously updating vision and blindness rehabilitation services at the Medical Center.

This position reports to the Program Manager of Rehabilitation Therapy Services in the PM&RS Department and sharing full scope of delegated managerial responsibilities.

Responsible for all professional areas in the BRS section, exercising supervision, administrative management, and direction of the professional area in the blind rehabilitation clinical program.

Responsibility for general and/or technical supervision of key clinical and training programs within the service and overall technical and administrative oversight of the blind rehabilitation employees.

Collaborates in a team-oriented, customer-driven, professional environment to develop new models of care that emphasize prevention, to improve access and coordination of care; educate and empower patients and their families; enhance the customer experience with positive human interactions and therapeutic alliances; and promote the coordination, continuity and integration of care.

Encourages patient centered care using principles of a high reliability organization.

Provides clinical care to Veterans in their respective licensed field (BROS or VIST Coordinator) A.

VIST: Mastery in adjustment counseling, coordinating access to services, assuring adequate compensation and benefits, and conducting complex negotiations with the medical and benefit systems as well as non-VA service delivery systems.

VIST Coordinators convene and manage a local medical center Visual/Impairment Services Team that meets regularly to influence and make recommendations regarding the best programs for Veterans who are visually impaired.

VIST Coordinators at the full performance level manage a support group for blinded Veterans, publish a VIST newsletter, and provide community presentations to professional and lay groups to publicize the program.

They plan and execute programs to locate blinded Veterans previously unknown to Blind Rehabilitation Service through outreach in their medical centers, in the community and in other service delivery systems such as vocational rehabilitation, community services for the visually impaired, community eye care, etc.

They work closely with the BRS national consultants and VA central office staff to continuously upgrade and improve their practice and programs.

BROS: Responsible for a high level of decision-making and are responsible for independent care.

Incumbent serves as member or consultant to specialty care teams.

Incumbent may oversee volunteers and/or may have part-time administrative clerk support.

Serves as a subject matter expert, assuring that a complete range of skills is available for a diverse Veteran population at affiliated blind rehabilitation inpatient centers or outpatient clinics.

Promotes, supervises, evaluates, and prepares reports regarding any research activities of the Blind Rehabilitation Services.

Based upon the outcome of the various research activities, incumbent recommends, or makes decisions regarding incorporating emergency technology and instructional methodology into the clinical program.

Incumbent acts as a subject matter expert regarding vision rehabilitation related activities, service and issues while interacting with other organizations including but not limited to local and state agencies for the visually impaired, professional organizations such as the Association for the Education and Rehabilitation of the Blind and Visually Impaired and Academy for Certification of Vision Rehabilitation and Education Professionals, and consumer organizations such as Blinded Veterans Association.

Develops and administers a systematic internal review program within guidelines of CARF, The Joint Commission, VACO, and local facility policies.

The incumbent is responsible for developing goals and objectives which are achievable and are measurable by VHA, facility administration, auditors and/or accrediting bodies.

Collects and analyzes data to evaluate the use of resources and personnel; plans and develops policies, procedures, and organizational structure of the vision rehabilitation program ensuring efficient and cost-effective allocation of resources, use of staff, space, equipment and supplies and has responsibility for planning, submitting and adhering to annual operating budget and reporting requirements.
