Budget Analyst

Overview: The Army’s Tactical Exploitation of National Capabilities (TENCAP) mission is to enable the Army to rapidly exploit and influence National capabilities and architectures.

Army TENCAP conducts advanced development and rapid prototyping to enhance, inform, and modernize Army capabilities.

Army Product Manager TENCAP responsibilities include support to Headquarters Department of the Army (HQDA) to maintain connections to national and theater systems; prototype development and transition of technology into Army systems; and acquisition of equipment as directed by the TENCAP General Officer Steering Group (TGOSG) and Assistant Secretary of the Army (Acquisition, Logistics & Technology) (ASA(ALT)).

Responsibilities: Apply expertise and working knowledge of DOD financial execution processes and reporting to the budget planning, execution, and reconciliation of all appropriations allocated or provided to the Army TENCAP office, with appropriate Government oversight.Analyze historical funding execution data to develop budgets and spend plans that will execute funds in a timely manner, and in accordance with the program’s acquisition strategies and OSD standardized goals.Generate funding documentation and reports using the internal office database, Standard Operation and Maintenance Army Research and Development Systems (SOMARDS) database, the General Fund Enterprise Business Systems (GFEBS), GFEBS-Sensitive Activities (GFEBS-SA), Logistics Management Program (LMP), Wide Area Workflow (WAWF) and G-Invoice software, in accordance with latest Federal Fiscal laws and DOD and Army regulations and guidance.Analyze fund cite elements and data, and track funds through the stages of execution, interface with counterparts in DoD Accounting and Finance, and Contracting offices, and reconcile data from these sources to the internal documents and database; and report on discrepancies and make recommendations for corrective actions as needed.

Required Experience/Qualifications: Education: Master’s Degree
– 12 years’ work experience may be substituted for a master’s degree or bachelor’s degree plus 8 years work.

Degree shall be in Business Administration, Economics, Accounting, Statistics, Mathematics or Finance.Experience: Minimum of fifteen years’ experience in executing financial activities supporting DoD Acquisition programs/projects.Experience in Standard Operation and Maintenance Army Research and Development Systems (SOMARDS) database, the General Fund Enterprise Business Systems (GFEBS), GFEBS?Sensitive Activities (GFEBS?SA), Logistics Management Program (LMP), Wide Area Workflow (WAWF) and G?Invoice software.Certifications: DAU Level III certification in Business, Financial Management and Cost Estimating, Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Chartered Financial Analyst (CFA).

Preferred Experience/Qualifications: Has the communication skills to effectively interface with senior military officials, managers, and subordinates.Has TENCAP experience.

Special Requirements/Security Clearance: Top Secret with Secret Compartmented Information (SCI) eligibility.By Light does not require COVID-19 vaccinations or boosters; vaccination requirements and testing are subject to the status of the federal contractor mandate and customer site requirements; testing is at the cost of the employee.
