Job Purpose The Human Resource and Operations Specialist is responsible for the daily human resources functions of Extraordinary Families, including staff recruitment, onboarding (forms completion and agency overviews), administering pay, benefits, and enforcing company policies and practices.  This position supports the Director of Operations in all aspects of managing daily HR duties including designing, planning, implementing, and maintaining human resources programs, policies, and procedures.  In addition, this position will assist the Director of Operations and the Staff Accountant with accounts payable and receivable processes.   Duties and Responsibilities Facilitates all aspects recruitment and onboarding processes for the agency.  Collaborates with supervisors to understand skills and competencies required for openings.  Assists with the development of job descriptions for all positions within the agency.

Assists with developing and executing recruitment plans to fill open positions in a timely manner.

Identifies sources, job sites, list serves, alumni programs, networks, etc.

to secure a pool of qualified candidates.

Assists hiring managers with job interviews.

Manages new employee and independent contractor onboarding.

Conducts background checks, verifies eligibility, checks references, and ensures training and certification standards are met.  Reviews and tracks compliance with mandatory and nonmandatory training, continuing education, and work assessments.

This may include safety training, anti-harassment training, and certifications.

Works in collaboration with Director of Operations and QA Specialist to identify training requirements.

Assists with developing and updating training materials, tracks staff participation in training, provides training resources, and arranges required trainings.

Tracks and monitors all required trainings.

Collaborates with supervisors on new hire orientations and employee recognition programs.

Performs routine tasks required to administer and execute human resource programs including but not limited to compensation; benefits (such as health, dental, 401K, etc.); leave disputes and investigations; performance evaluations; management of confidential employee files; employee productivity, recognition, and morale; occupational health and safety; and training and development.

Assists the Director of Operations and Staff Accountant with payroll processing, ensuring staff allocations are correct and updated in the system in a timely manner.   Reports and handles workers compensation claims with carrier and provides managers with claim information regarding restrictions and return to work.

Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.

Attends and participates in employee disciplinary meetings, terminations, and investigations.

Assists with maintaining compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, employee management, and employment law.

May assist with constructive and timely performance evaluations.   Advises managers and supervisors regarding appropriate resolution of employee relations issues.

Assists managers and supervisors with ensuring compliance with FMLA, ADA, FLSA and other applicable areas of employment law.

Partners with our Safety Committee operations leadership to promote and ensure a safe work environment.

Serves as the agency’s liaison for HR vendors and associations.

Assists the Staff Account with account receivable and payables.

Coordinates a yearly inventory for the agency and serves as on-site support for our IT consultant.

Qualifications
·       Bachelor’s degree in Human Resources, Business Administration, or related field required.

·       At least three years of human resources experience preferred.

·       SHRM-CP or PHR certification preferred.

·       Excellent verbal and written communication skills. 
·       Excellent interpersonal, negotiation, and conflict resolution skills.

·       Excellent organizational skills and attention to detail; time management skills with a proven ability to meet deadlines; strong analytical and problem-solving skills.

·       Ability to act with integrity, professionalism, and confidentiality.

·       Thorough knowledge of employment-related laws and regulations.

·       Proficient with Microsoft Office Suite and related software.

·       Health screening and Live Scan background check; satisfactory TB test, and proof of COVID-19 vaccination.

Working Conditions/Physical Requirements
