MANAGER, GRANTS BILLING & REPORTING

POSITION SUMMARY

The Los Angeles Conservation Corps’ Grants Finance Management team is responsible for managing all financial aspects of the Corps’ 140+ grant awards and contracts, including invoicing and preparation of support documentation, receivables collections, grant budgeting, grant financial tracking and reporting, and fiscal compliance with grant and contract requirements.

Reporting to the CFO, the Manager, Grants Billing and Reporting is responsible for the oversight of the Corps’ grant and contract invoicing and financial reporting as well as collections, budgeting, management reporting, and forecasting. The position interfaces externally with government and private funders to ensure accurate timely invoicing and smooth monitoring visits, with program personnel to ensure optimal grant financial performance, and with the rest of the Finance team to ensure that financial objectives are met. Qualified candidates must have a minimum of three years of experience managing a grants and contracts invoicing team in a non-profit environment and be comfortable working in a demanding job that requires a high degree of accuracy and attention to detail. Other job-related duties may be assigned, as needed.

ESSENTIAL RESPONSIBILITIES

  • Manages internal resources and logistics related to the monthly preparation and submission of government reimbursement-based invoices and the required supporting documentation. Manages the assignment of grant management responsibilities to various department personnel to ensure consistent workflow.
  • Ensures invoices and grant tracking reports are prepared and submitted on time and manages funder expectations when delays are identified.
  • Reviews, approves, and performs quality assurance of invoicing and reporting to ensure compliance to GAAP, Uniform Guidance Title 2 CFR 200, funder specific regulations and requirements, and the Corp’s internal controls.
  • Coordinates grant implementation meetings with Program and Compliance staff to ensure that billing, support document management, and financial reporting requirements, as codified in the grant contract language, are congruent with the Corps’ internal systems capabilities.
  • Responsible for developing compliant invoicing processes and Oversees grant close-out procedures and activities to ensure fiscal compliance and all eligible expenditures have been billed.
  • Acts as liaison with financial monitors and the Compliance department and responds to audit inquiries to provide financial information and supporting documentation.
  • Ensures consistent receivables cash flow by collaborating with Program staff and communicating with funders to prevent delays in billing and collection.
  • Investigates and problem solves all issues surrounding grant invoices including disallowed expenses or improper support documentation issues.
  • Coordinates grant related expense reclassifications with Program staff and the payroll department.
  • Collaborates with the Accounting Operations team with the calculations of grant and contract revenue accruals in support of the monthly preliminary financial estimates.
  • Analyzes receivables aging data and prepares cash flow estimates, and various regular and special management reports as scheduled or requested.
  • Hires, trains, and supervises Grants Finance Management personnel.

MINIMUM REQUIREMENTS/QUALIFICATIONS

  • Demonstrate proficiency in the areas of invoice and billing management, grant fiscal management and compliance.
  • Project a professional demeanor and excellent written and verbal communication skills, interpersonal skills, and the ability to work both individually and as part of a team.

  • Ability to effectively perform the physical requirements of the job.
  • Ability to use computers and have a proficient level of computer skills (Microsoft Office environment) including Excel and Word. Experience with Intacct accounting software desirable.

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in finance or accounting.
  • Three years minimum experience in non-profit finance and accounting in a managerial capacity and working with contracts and grants.
  • Familiarity with Sage Intacct accounting software is desirable.
  • Advanced financial and management reporting skills.
  • Familiarity with various federal, state, county, and city grant financial requirements and systems desirable.
  • Demonstrate knowledge and understanding of proper accounting treatment for accounts receivable transactions and activities.
  • Highly organized with the ability to manage multiple priorities and deliver assignments on time.

Salary Range for Manager, Grants Billing & Reporting : $85,000 – $90,000 annually (based on experience)
