The primary purpose of the Information Technology Manager position is to manage our information technology platform.

This includes project management for technology related initiatives, managing daily IT operations, working collaboratively with IT vendor(s), and managing our IT support function.

This position actively pursues technology and process improvement efforts to address the agency’s current and future technology needs.

This position is a key player with regulatory compliance activities, with an emphasis on IT security requirements.

Major Duties and Responsibilities :
Collaborates with departments/programs to develop, manage and implement technology solutions to meet the business needs and to promote technology use throughout the agency.
Effectively supervises, evaluates and directs the work the IST Support Analyst position.

Timely completion of performance appraisals, regular supervisory meetings, performance documentation, staff development and supervision for success best practices.

Manage personnel functions including recruitment, hiring, retention and discipline of staff.
Works with the Senior Director to oversee the IT support function.

Responsible for troubleshooting advanced technology systems problems, escalates issues to the appropriate vendor(s), as necessary, and ensures that issues are resolved timely and accurately.

Keeps the Senior Director informed and updated for all system-wide and high priority incidents.

Communicates efficiently and effectively with management, users, and external resources.

Proactively seeks process improvement efforts to facilitate the workflows and to enhance the customer service experience.
Strong focus on managing and improving the IT security infrastructure, working collaboratively with our IT vendor(s) and internal stakeholders.

Provides recommendations, timely reports potential issues, participates in internal investigations, and confers with the Senior Director on a variety of IT security related topics.
Serves in an Office365 Administrator role, working collaboratively with our IT vendor(s) and other IST staff to ensure Office365 use and new project initiatives run smoothly.

Provides guidance on projects, may serve as the project manager, and assists with testing and implementation activities.
Assists the Senior Director to ensure the agency’s information systems/technology meet Los Angeles County (LAC), Department of Mental Health (DMH), Council on Accreditation (COA), HIPAA and other regulatory or contractual requirements.
Required Experience, Skills, and Education:
Bachelor’s degree in business administration, information systems, or related field.
Willingness and ability to make frequent field visits, attend meetings, conferences and other job related events away from headquarters.

If driving a personal vehicle, must be insurable by our agency’s automobile insurance carrier.
Excellent written and verbal communication skills.

Must work well in a team environment.
Demonstrated expertise in a variety of concepts, practices, and procedures applicable to the agency’s programs and operational business units.
Demonstrated experience and skills in the use of MS Outlook, Excel, Word, PowerPoint and Project, including Office365 experience.
Three (3) years of relevant experience in a healthcare information technology setting; behavioral health background a plus.
Three (3) to Five (5) years of experience in information technology or technical support, preferably in a lead role.

Prior supervisory experience preferred, but not required.
