Principal Information Systems Analyst – Data Modernization

Healthcare Staffing Professionals has an immediate need for a Principal Operating Systems Analyst.

The Principal Inforamtion Systems Analyst will lead the management of developing and implementing custom and commercial off-the-shelf (COTS) systems projects and applications for the Acute Communicable Disease Control (ACDC) program within the Department of Public Health.

The position will start immediately upon acceptance and employment clearance and is initially funded through 2/22/2022 with potential renewal.

Shifts: M-F (100% Telework)

Employee will be working a minimum of 8 hours a day between the hours of 7 AM to 7 PM.

Job Duties

· Lead the management of developing and implementing custom and commercial off-the-shelf (COTS) systems projects and applications for the Acute Communicable Disease Control (ACDC) program within the Department of Public Health.

· Lead the work efforts that would enhance data movement, process, analysis and reporting (i.e., Electronic Case Reporting).

· Support system development activities such as requirements gathering, research, analysis, and direct contact with subject matter experts and technical staff.

· Support process improvement of data access, manipulation and analysis from the Department of Public Health’s Integrated Reporting Investigation and Surveillance (IRIS) system during and after the COIVD pandemic.

· Manage activities related to vendor selection and contract negotiations.

· Develop and manage project documentation such as detailed project charter, project plans, meeting agenda, status reports, issues and risk logs and change requests log.

· Develop, implement and support project management, system analysis, software development and system implementation using methodologies and relevant tools and techniques to ensure the success of project delivery.

· Lead the change control process from documentation, approval and successful implementation of the requested change.

· Certify projects for final delivery and closeout.

Develop project closeout documentation including final project status report, inventory of deliverables, closed Issues List and Lessons Learned.

Lead all archiving efforts of project related documentation.

· Maintain the relationship between the Department and vendor ensuring vendor performance is in accordance with the contract.

· Report directly to the Director of the Project Management Office (PMO) within Public Health Information Systems.

Minimum Qualifications:

· Bachelor’s Degree in Computer Science, Information Systems or a closely related field.

Minimum of four (4) years in the last ten (10) years of full-time work experience performing project management, business analysis, system analysis and design for large and complex IT systems

Desirable Qualifications:

· Project Management Professional (PMP) Certification.
